What's the best software to create a website on?

I've used almost every online editing software but it's too basic. There's nothing out there where you can customise everything on the page. You can't customise your own layout. It's all too confined.
I am moving on to the more advanced stuff but before I buy anything or download anything, I want to find out what other people use to create their websites.
Please post what you use to create your website or what is the better option.
Thanks

if you want cheap then try : Webs - Make a free website, get free hosting
if you want better but more expensive, than try : Intuit® Small Business | Accounting Software, Pay by Mobile, Free Website Builder

but software, then I would try adobe photoshop. You can edit everything.

I'd say creating a page in dreamweaver was easier than in photoshop

Dreamweaver may be useful for you, a lot of experienced coders use simply a notepad as it's clean.

Just had a look through, for the people who use Dreamweaver, which version is better? CS3, CS4 or CS5?

The reason I asked it was because some people prefer the older versions because it is easy to navigate but the newer versions are more modern and hard to find your way about. For example, Microsoft Office 2003 is easy to get used to compared to Microsoft Office 2010, where it's easy to get used to but a bit different / harder to navigate for some people.

Is it any good? Do you reckon CS3 is good for me for a starting point?

I've always used CS3 and never had any problems with it, there are people out there that really dislike dreamweaver as it is messy (html/css coding) but that doesn't really bother me, the finished product/look of the pages themselves is all I care about.

I started with CS3 and it's what I'm still using now and have always found it easy to use so I would say it was your best bet for starting out. Give it a go and if you don't get on with it try something else, there is a 30 day trial on the adobe website.

If he's never used any version before why start with a limited program ?
He's not going to be 'used' to anything so everything will be new so why not start with the latest ?

I was thinking of the price being lower for older versions.

You should try Kompozer - KompoZer - features

It's completely free, you don't need to try and find a crack for it, and it's pretty good.

Thanks everyone for the help. Problem is that I cannot even get my designs up to what the free ones look like on webs or piczo or moonfruit or whatever so I'm probably going back to the basics and using webs.
