IrishiPhone is an unknown quantity at this point
a lot with page rank depends on your relevance to what people are looking for.
The search terms they type matched with your content, link wording, alt image tags.
Then divided by how much time they actually spend on your site. What pages they look at, if they return again, if they use the back button after your site and type a different search term in Google.

All this and more adds to what makes up your page rank

page rank and SERPs are two dif things and are related by the fact more backlinks you get the higher in the SERPS you will be (if you use the same keyword) and the side effect is better Page rank due to the amount of backlinks you get.

Ok thanks i understand what i need to do to get a higher page rank, but i didn't want to waste time on making it seo friendly if a free hosting website such as mydomain.webs.com will never be as high as a paid for website such as mydomain.com
just wondering if this makes it harder to get a better page rank or not?

you will be better in the long run with a solid paid for host, only takes google to visit your website when ur "free" host has gone offline for what ever reason and your website could drop off google.

If he is double quick then UK2 still have hosting at £12 for the next year.
Only 8 packages left though at the time of posting...

Web Hosting, Domain Names and Dedicated Servers | UK2 Web Hosting

Paid hosting really is the way to go and it doesn't have to be expensive...

If you're looking for free, I would suggest 000webhost. I use them. They aren't bad, but I agree with harvez. There's nothing like paid hosting.
