Brother Allowed to Join Up?

Just a quick question.

I was just wondering if my brother, who lives in the same house, is allowed to sign up but on a different computer?

No, joining from the same address isn't allowed, neither is joining from the same IP address.

It's because some people would abuse this and create multiple account, acting as referrals for themselves, which is obviously not allowed.
