Hey,
Just set up an account and was wondering if I reffer people before I complete an offer myself will they be counted?

Yep, as arctic said, its perfectly ok to refer friends before completing an offer

..to extend this further (because i'm in the same position awaiting an offer to show as completed) how shall i go about refering people via ebay?? I have an account with 100% feedback and i sell daily etc etc. so how can i advertise using that and get the referals to be verifyed?

i dont think were sposed to talk about it on here, have a look in the search box, type ebay.

cos i think it gives exceem bad press or something, not quite sure...

If you want to remain with 100% and also with an ebay account I would advise against trying to get referrals on ebay. Don't say we didnt warn you

I also discovered that it is against ebay's T&Cs to be selling information regarding Pyramid/matrix schemes
