Mine too, I think this is the reason:

So I've resubmitted stating the the 3 steps (sign up / do an offer / refer friends) and hopefully it'll be accepted.

I'll keep you posted.

Click on "billing" near the top and then the funding sources tab. Its near the bottom right.
