I have just had a LoveFilm go green and they only signed up on the 22nd June.

4 Days for LoveFilm,

Yep, they're doing approvals and reversals a lot more frequently now - so it should be the exception rather than the rule for them to take the 28 days

I'm assuming this will affect all networks since they all use TD (for LOVEFiLM)?

This is the upside of the new validation system.

If your referral completes the offer correctly then they will be approved nice and quick.

Therefore, its in everybody's interest to ensure that the system is explained properly to new referrals. You will then get quicker approved greens, the referral will be more impressed and LF are getting a genuine customer.

Nope, not that simple I'm afraid. Inevitably there will be some that require manual checking. This will mean that they are not included in the what seems to be weekly automatic update
