What Is The World Coming To? (Warning : May Distress Some People)

Sorry to post such (what I consider 'horiffic') stuff but this just makes me sick, both news stories within days of each other :

A) 11 Year old girl gets pregnant with a 15 year old boy whilst drunk - will become Britains youngest mother, smokes 20 cigs a day while pregnant, thinks it wont have any effect on the baby, has been smoking since age of 9. Mother is "Proud".

B) In Scotland a 9 Year old son of a convicted Sex Offender has been arrested for Raping a 3 Year old Girl.

Discussions :

Should the boy be arrested and convicted, or is he too young to know what he is doing and should be 'educated' rather than punished?
Should the Girl be allowed to keep her baby or should child services step in?
Should the girl conceive? Do you think it is even possible?
WHAT THE **** IS THE WORLD COMING TO?

And last but not least :

How can we blame this on America? Ideas welcome!!

For the first point, I believe all punishment's ultimate aim should be rehabilitation. The boy needs to be punished to know he's done wrong, but ultimately when someon so young does something so terrible there just must be someone else to blame for messing them up (no prizes for guessing who in this case). So yes, he needs punishment to a degree but living with this knowledge will haunt him throughout his life, education and proper care are far more important.

Second, she is not old enough to be a mother, she's not even old enough to look after herself. I am sure that legally her mother needs to be the guardian of this baby.

Third.... can only be answered through biology!

Fourth - I don't know!

and finally.... It's clearly all the fault of the American press and therefore ultimately George W Bush. Obviously.
