I think its 11 cos one bank I think its Lloyds TSB give you a VISA debit card when you open a kids account. There was an article in the mail about it a while ago :P

Yeah definately at 15 i had my visa electron from Bank of Scotland at 14
Try HBOS

If your looking for a card to use online however, try a prepaid debit card which you sort of 'fill up' from newsagents
