This thread bumping issue has actually been raised in the staff room...

1: bumping is good for seo
...but...
2: bumping is annoying.

So if a thread is bumped then either:

1: simply ignore it
2: report it if it breaks any rules

Remember sometimes bumping a thread is necessary, it may be a case of continuing a valid point etc. So not all bumping is bad, if it is then report it and if not then ignore it!

I have always said, if people don't like bumping, then auto close threads which are 6mths old etc.
But sometimes there is good reason to add value to an old thread, but if the thread is closed people may just shy away and not bother adding value.

Obvious post bumping just to get their post count up I easy to solve. Just delete their post and move on.
