Can you change the text of it too or not?

Thanks

No, i used the filters...

Create a new document or layer and fill it with any colour..

Then go to Filter>Noise>Add Noise and add noise with these settings

Then, go to Filters>Blur>Radial Blur and add blur with these settings

Click OK and you should come up with something like this

Then i changed the opacity to blend with my other layer
