The act covers unsolicited goods. In this case you are asking for the samples, therefore they are not unsolicited. However, there normally isn’t a charge for them, and unless a contract is made saying you either make an order or pay for the sample you can keep them for free. Remember a contract can also include a tick box on the Internet, and doesn’t need to be signed for.
Also it is illegal. You’ll probably be let off the first few times as long as you don’t do it with overly expensive items. But eventually it’ll catch up and you’ll get arrested for obtaining goods via deception.
But hey, good luck!

The method you described above though was 100% above board. That was the companies error, not your own.
