it's a facebook app ...
Go to developer at the end of facebook page at the right you'll found out how to build apps for FB and then create yours

It's FMBL as well as the fanpage. It's possible to remove elements from the page (the photo and info, etc) using the FMBL and other apps, just an absolute pain
