What does not completed mean?

ok this is probaby gonna seem retarded but i have two reds (i need 11 greens) the two reds say not completed, does this mean they haven't done their offer, or that they are in the same situation as me?

btw i know it says ipod shuffle but im going for an xbox 360 elite i dont know how to change that bit lol

Yes, or they may have done an offer but it just hasn't shown up yet. In which case if they stay red after a couple of days you can assume that they will probably stay that way.

It means that they haven't done an offer.
Green = Sign Up has completed offer
Yellow/Pending = Sign Up is doing an offer/the offer is being checked
Red/Sign Up = A Sign Up from your link

Usually you get about 1 green per every 10-15 reds. (That's supposed to be the average, but in reality I think that its got worse now; look at my sig for one example

)
