As the person at the top hasnt been on exceem since 11/11 I think its time that the next person was promoted to top as its obvious this other persons not bothered about congas and/or exceem.

Getting a bit confused here. And no, you do not send your link to a mod yet. You only need to send your link when you on the top spot of the conga.
