Alex, could this be a UK only rule? There are quite a few American incentive sits that offer PayPal. Some offer their UK signups a PayPal alternative to the gift. If you like I could dig out some of the site URLS later.

Also, paypal wont allow deposits into gambling sites yet ladbrokes accepts paypal. Strange things are afoot

Possibly, although I don't think so. PayPal's T&C contain different 'Acceptable Use Policies' that apply to different countries. The USA ones seem to have the same wording as the European countries one when it comes to gift sites. I wouldn't like to say for definite though, I just know we're not allowed to offer Paypal.

Some USA networks used to, then they suddenly got told off for doing so - perhaps there are different teams of staff enforcing the rules
