Best way to get refs?

Does anyone know the best way to get refs? Ive made a wbesite but its kinda lame. I havent finished it fully but ive done some of the pages. I dont know seo so whats the best way to get refs or to get the best SERPS?

Can someone write the rest of the site for me using seo to get me to the best spot? Im willing to pay $$$

Ive got 2 refs so far.. 1 off fiverr and one family... I just veriefied an ipod shuffle so hopefully it comes soon.

Learn SEO!

I started with no knowledge at all 2 years ago... started with a crappy site but did a ton of reading (google and this forum) and now I can say I'm a hell of a lot better at design and SEO!
