Do Websites really help you get referrals?

no it isn't, but there is no harm asking for advice.

People being told to pay for advice are less likely to make a valued contribution to the forum willingly, I am certainly more helpful to those who help me.

I'm not sure I follow you, none of us check to see if a user has paid for extra before we help them. Well, I don't, I help where I can regardless.

People who are going to stay around and make a contribution will happily pay the nominal £4 to help the forum running costs in general.
