I am from canada and dont have a credit card, can i still refer people if i dont do a offer ?

and will i get the refs ?

Hey masterwhat, welcome to eXceem. Some of the international offers don't require a credit card (for instance, you can deposit via Paypal with Worldwinner).

As delude said, if you can't/don't want to complete an offer yourself, you can exchange 3 completed referrals for your own offer credit.
