<rant> I can understand your 'first green first listed' method but this just can't be right. I've completed my offer and even though I realise I'm still listed as pending I've submitted my ticket and I've been told that FJ are waiting on the advertiser to approve me. I even have screenshots to prove I've completed my offer. It's not really a conga if you give special treatment to the people who complete fast crediting offers. I'm an honest person. It's not like I'm showing as 'Not Completed'. I don't think I would have signed up if I knew I'd keep getting pushed down because of an advertiser that won't get their act together! </rant>

moving u down the chain sounds really unfair in my opinion.
you could end up 4-5 people below where you should be.
think it may need a rethink as the whole conga thing is flawd if people are moving down as new people sign up and complete quicker offers.
