Giving a post limit is just inviting spam, could work it like if looking to trade both traders have to deposit £10(seems to be the average for most offers) plus another £10 as insurance so that the could-be scammer will be out money if he try's to con people. Someone could setup a seperate paypal account and all money could be paid into this until verification or whatever is complete.

the system that is already in place is fine , if a user does spam to get their post count up they will be punished for it , Jon decides whether they can have access or not so i dont think it is inviting spam really , as for the paypal idea it is a lot for exceem to monitor , the admins already have enough on their hands
