Admins are not allowed to win, if its a case of a admin making the 100'000th post then the person who makes the 100'001th post will win.

Please dont spam to attempt to win this competition, we will look at the recently made posts of the winner and if we feel they are posts of a "spam nature" (i.e replies to threads that dont really add anything etc) we may award the prize to the 100'001th poster instead.

The winner will be confirmed by Jon

I'd guess the url takes into account posts that have been deleted and posts in spam threads, which don't count as users' posts and so don't contribute towards the 'Tickle-Me Total'
