As the person at the top hasnt been on exceem since 11/11 I think its time that the next person was promoted to top as its obvious this other persons not bothered about congas and/or exceem.

And no, you do not send your link to a mod yet. You only need to send your link when you on the top spot of the conga. But there is nothing stopping you handing out your link to others though!
